ManpowerGroup Program Integration Sr Business Analyst in Boston, Massachusetts

Our client is undertaking a multiyear initiative called the Business Enterprise Systems Transformation (BEST) Program to implement a comprehensive Enterprise Resource Planning (ERP) software solution. This solution will support a wide range of business functions across all state agencies. The initial phase aims to enhance financial management by replacing the current core financial and accounting system, known as MMARS, which serves over 150 agencies. The envisioned ERP solution will also feature additional modules to address various government business needs, including Human Capital Management, Payroll, and other capabilities. This will enable the client to consolidate multiple applications into a single platform overtime.

Phase 1 of the program will focus on implementing a new Financial Management and General Ledger system over an 18 to 24 month period, starting in the third quarter of calendar year 2023. The client intends for the ERP solution to be delivered as a SaaS cloud-based system, replacing the existing heavily customized software currently hosted on-premises on virtual or physical servers.

The BEST Program is jointly sponsored by the Secretary for Administration and Finance, Comptroller and the Secretary of Technology Services and Security.

Position Summary

The BEST Integration Sr. Business Analyst will be part of a team of System Integration (SI) staff and product vendor and Program staff that will design and implement tasks necessary to transition existing interfaces or implement new data-sharing strategies for the new cloud Financials solution. The team will be responsible for business alignment and transition assurance, activities in the areas of data integration, including developing integration transition support materials, requirements, and tasks to accomplish the Team’s objectives as part of the overall implementation of the new Financials solution. This position will be responsible for ensuring that each existing interface business team / organization understands their role during this transition and feels like they have the support necessary to ensure success.

This role works at the highest level of most phases of information systems analysis while considering the business implications of the application of technology to the current and future environment. Duties include developing technical standards and policies to meet the needs of the customers (interfacing agencies); ensure systems analysis procedures and practices are identified and implemented; provide leadership in the development of strategic plans; promote the utilization of technical services to resolve business problems; manage customer expectations; may lead re-engineering team and act as project manager to assist interfacing agencies in completing required tasks.

Specific Duties

  • Confer with user community to conduct research and analysis to formulate and define data integration requirements, scope, timing, and objectives.

  • In conjunction with the BEST Program systems integration (SI) vendor:

  • Provide options for data integration other than the current interface landscape.

  • Support detailed mapping specifications from which integration software will be written or programmed.

  • Develop “integration materials” that allow business teams of the interfacing agencies to understand current and future interface solutions, such as process flows, support models, data, and testing approaches.

  • Support agencies on their inbound interfaces that will be certified with the new solution.

  • Review existing specifications for unique interfaces with the agency owning the interface to highlight modifications in the system specifications of the new solution.

  • Provide complete documentation for new or modified integration protocols and processes, including operational procedures and manuals as needed.

  • Support unit, system, integration, conversion, or other testing of integration deliverables.

  • Support the SI and product vendors in building unique interfaces in partnership with the agency application owner and in testing and certification of the interface for use with the new solution.

  • Work with agencies and the BEST Team to provide instructions on how to build extracts or queries linking data in the new solution with historical data housed in the existing Commonwealth Information Warehouse.

  • Support acceptance testing and certification of all interfaces.

  • Help manage the transition of responsibilities from legacy applications to the new solution and services.

  • Assist in identifying and setting up procedures and tools to monitor and audit interfaces to assure the security of the interface platform.

  • Support and maintain data within the Integration management tool.

  • Assist/support BEST Technical Lead on Authority to Operate (ATO) requirements.

  • Assist/support Agencies in their Integration testing of the operational solution, including error handling, communications with CTR and BEST teams, and execution metrics.

Required Skills

  • Minimum of five years in a Business Analyst role with implementation experience in one or more of the following disciplines: large scale data integration across platforms, application development, application programming interfaces (APIs) or database management.

  • Exposure to technical configurations, technologies, and processing environments in one or more projects of similar size and complexity to BEST.

  • Demonstrated experience in implementing successful data integration projects.

  • Demonstrated experience in business integration solutions with different interface types: batch interfaces, near real time interfaces, and real time interfaces.

  • Demonstrated experience within a highly regulated operational environment.

  • Knowledge of structured data, such as entities, classes, hierarchies, relationships, and metadata.

  • Experience of database management system (DBMS) implementation, including tables, joins, SQL querying, and JSON.

  • Experience establishing data from multiple sources to support analysis needs.

  • Ability to quickly familiarize oneself with the use cases, business purposes and quality of the data.

  • Exposure with data modeling.

  • Demonstrated communication and interpersonal skills.

Preferred Qualifications

Experience with Software as a Service cloud implementations particularly those in which legacy applications have been migrated to cloud delivery options.

Experience in generation of integration materials, including but not limited to data flow diagrams, sequence diagrams, data quality diagrams, and network and security diagrams.

Demonstrated success in developing business materials leveraging a highly complex technical solution.

Demonstrated success in managing projects using Jira and other PM tools.

Demonstrated success working in both Agile and traditional waterfall business environments.

Experience with Cloud business solutions.

Minimum Entrance Requirements

  • Bachelor's degree in computer science, system analysis or a related study, or equivalent experience.

  • Minimum of five years of business analysis experience in one or more of the following disciplines: large scale data integration across platforms, application development, application programming interfaces (APIs) or database management.

  • Performed in a business analyst role for an integration project with external customers.
